It is the end of Communism. Even at party meetings people already speak openly aboutabout the need to integrate elements of market economy into the Communist economy. Events in East Germany and Hungary signal régime change in Eastern Europe. New people in foreign trade forecasting institutes and national security agencies await their time to come. They are pragmatic, speak the language, know – unlike their fellow citizens – the market economy; they have contacts to foreign businessmen and an overview of the competitiveness of domestic enterprises. 25 years later they control and own the country. Élites is a psychological portrait of those whose status and training gave them access to information. During the Velvet Revolution they thus easily stirred through the stormy waters. What are their values and political convictions? Élites does not want merely be political thriller with elements of drama, but a reflection on the essence of power, governance and the process of transition from one regime and social organisation to another.
